Sri Lanka TRCSL Type Approval: Standard vs Simplified Approval

For manufacturers planning to introduce radio and telecommunication equipment in Sri Lanka, choosing the correct TRCSL Type Approval route is an important first step. TRCSL provides two routes: Standard Type Approval and Simplified Type Approval. The main difference is whether the equipment has already been approved by TRCSL and appears in its Type Approval Register.

Standard Type Approval applies to RTTE that has not been previously approved by TRCSL. The application requires a more complete technical review and must include a Technical Construction File (TCF). This can include a Declaration of Conformity, technical description, circuit diagrams, PCB layouts, product photographs, relevant software or firmware information, and applicable test reports. The test reports must demonstrate compliance with relevant requirements for radio, health and safety, and electromagnetic compatibility (EMC).

A representative product sample must also be submitted with a Standard Type Approval application. TRCSL may request up to two samples if necessary. The standard processing period can take up to 30 working days after the complete application package has been submitted.

Simplified Type Approval is different. It applies when the RTTE already appears on the TRCSL Type Approval Register and was approved by TRCSL at the time of the new application. The applicant must ensure that the new equipment is identical to the equipment already approved and listed in the Register.

The major benefit of the Simplified route is that a test report is not required. However, a representative sample is still required. TRCSL states that a complete Simplified Type Approval application is normally processed within 10 working days.

This makes checking the TRCSL Type Approval Register an important step before starting an application. A product should not be treated as eligible for Simplified Type Approval simply because it is similar to another approved product. It needs to be identical to the equipment already listed in the Register.

The difference can therefore be summarised simply:

Not previously approved by TRCSL → Standard Type Approval

Already approved and listed in the TRCSL Type Approval Register, and the equipment is identical → Simplified Type Approval

Both routes require the relevant application, supporting information, fees, and a representative sample. However, the documentation and processing requirements are different.
