The Agence nationale des fréquences (ANFR) is the authority responsible for regulating radio frequency equipment in New Caledonia. An Administrative Import Authorization (AAI) is a mandatory document issued by ANFR that allows customs clearance of equipment using radio frequencies before it can be imported into the territory. Without this authorization, customs clearance is not possible and shipments may be blocked, including entire containers.

Certain frequencies permitted in other regions, such as 315 MHz and 915 MHz used in the United States for remote controls, are prohibited in New Caledonia because they are allocated to other services. The importation of jammers is strictly prohibited, including their advertising, sale, possession, installation, or use.

To obtain an AAI, the importer must complete the official online application form and submit the required documentation. The documents include the technical datasheet specifying exact frequencies (MHz, GHz) and output power (W or dBm), the user manual, and a signed EU Declaration of Conformity (DoC). Test reports may be requested during the review process. Physical samples are not required. Once the application is approved, the AAI certificate is issued online and must be provided to customs or the freight forwarder.

The overall regulatory framework is aligned with European CE requirements. Products must bear the CE marking visibly on the equipment, as required in Europe. The AAI process itself is free of charge. There must be a local point of contact in New Caledonia, which can be either a company or an individual importer. The authorization is issued in the name of the local importer.

Processing time is generally less than one week, depending on workload and product complexity. Authorizations are issued on a temporary and revocable basis and are typically valid for up to 18 months. In some cases, single-entry authorizations may be granted. It is recommended to apply for the authorization prior to shipment, as approval may be refused depending on the equipment characteristics.
