Saudi Arabia – SASO SABER Approval – Overview
Saudi Arabia has transitioned the responsibility for radio and telecommunications product approvals from the Communications, Space and Technology Commission (CST) to the Saudi Standards, Metrology and Quality Organization (SASO) under the SABER platform (since February, 2025). This change aligns with the Kingdom’s regulatory framework to streamline conformity and market access processes. SASO mandates that all radio frequency (RF) and information technology (IT) devices meet Saudi Arabian technical standards before entering the market.
This certification process evaluates compliance with both local and international standards, such as those set by the Radio Equipment Directive (RED), and generally does not require local in-country testing, making it a more streamlined and accessible process for companies worldwide.
Certification required are determined on the basis of 12‑digit HS code, which may include only one or multiple of the following certifications:
-
Product Conformity Certificate (CoC)
-
Product Conformity Certificate (CST)
-
Product Conformity Certificate (CoC‑CST)
-
IECEE Certificate
-
Quality Mark Certificate (QM)
Validity periods:
-
CoC / CoC‑CST / CST: valid for 1 year.
-
IECEE Certificates: Available with both 1‑year or 3‑year options.
-
Quality Mark (QM): valid for 3 years.
Note: All SABER certifications require detailed importer information and an active importer SABER account.
