The Infocomm Media Development Authority (IMDA) administers equipment registration requirements for telecommunications equipment supplied for sale or use in Singapore. Depending on the equipment category, registration may follow the Enhanced Simplified Equipment Registration (ESER), Simplified Equipment Registration (SER) or General Equipment Registration (GER) scheme. Exempt and prohibited equipment must also be considered when assessing the product’s eligibility.

IMDA Registration Routes: ESER, SER and GER

The appropriate registration route depends on the equipment and the applicable conformity requirements:

• ESER — based on a self-declaration of conformity to IMDA Technical Specifications, without prior verification by IMDA.

• SER — a simplified route for eligible equipment, based on a declaration of conformity and the prescribed supporting evidence.

• GER — a route under which IMDA evaluates relevant test reports; it is available across telecommunications equipment categories.

Technical Documentation and Local Applicant Requirements

Equipment must comply with the applicable IMDA Technical Specifications. Supporting evidence depends on the registration route and product category, and may include technical specifications, conformity declarations, test reports and recognized certification documents.

For SER, IMDA specifies an EU-Type Examination Certificate issued by a notified body under the EU Radio Equipment Directive. Where that certificate is unavailable, or where the applicant seeks IMDA evaluation of laboratory reports, GER may be the appropriate alternative. Existing FCC or European documentation should therefore be reviewed for its applicability rather than treated as automatic approval evidence.

SER and GER applicants must be Singapore entities registered with the Accounting and Corporate Regulatory Authority (ACRA) and hold a Telecommunication Dealer’s Licence. We coordinate the appropriate local applicant arrangements as part of the registration process.
