South Korea RRA - Type Approval: Overview

The National Radio Research Agency (RRA) is the official authority responsible for regulating telecommunications, wireless, and radio frequency (RF) equipment in South Korea. All products using radio spectrum, wireless technologies, or connecting to public telecom networks must comply with Korean regulatory requirements before they can be imported, sold, or distributed in the country.

For market access in South Korea, RRA type approval is required for which KC (Korea Certification) under RRA is mandatory for RF and EMC applicable products. The KC certification ensures that devices meet Korea’s technical standards for radio performance, electromagnetic compatibility (EMC), and, where applicable, SAR and electrical safety requirements.

Foreign test reports (such as CE or FCC) are not accepted. All required testing must be conducted within Korea at RRA-designated and accredited local laboratories.

A local Korean representative or certificate holder is mandatory for submission to RRA. The certificate holder can either be:

• The foreign manufacturer (with a local Korean representative handling submission), or
• A specific local Korean importer (in which case only that importer can import the certified product).

Approved products must bear the KC marking in accordance with Korean labelling requirements. Once issued, the certificate has permanent validity, provided that there are no changes to the certified product’s design or specifications.

The overall certification timeline typically ranges between 8 to 10 weeks, depending on product category, RF complexity, SAR requirements, and EMC scope. Typically, 2 – 4 samples are required depending on the product category.

In summary, KC (RRA) approval is mandatory for RF devices in South Korea and requires in-country testing at designated laboratories. A local Korean representative or certificate holder must be appointed for submission, and product samples are required for testing. Typically, RF testing requires 2 conducted samples and 2 radiated sets, while EMC testing requires 2 complete sets with accessories, depending on the product category.
