The objective of this quick read will be to explore Pakistan Telecommunication Authority (PTA)’S Certificate of Compliance to Technical Standards (COC) /No Objection Certificate as part of PTA Approvals. It is to be firstly clarified that this document used to be called previously as PTA No Objection Certificate (NOC) for both individual and commercial entities. However, as part of the changing regulations in the right direction, this document has now been termed as Certificate of Compliance to Technical Standards (COC) by Pakistan Telecommunication Authority (PTA). So, please be sure that you are aware the COC and NOC refer to the same document interchangeably.


As part of this PTA Approval review, we would explore all three angles related to Certificate of Compliance to Technical Standards (COC) in terms of:

  1. Under which conditions, Certificate of Compliance to Technical Standards (COC) is required

  2. What is needed to apply for Certificate of Compliance to Technical Standards (COC) promptly

  3. What happens at Pakistan Telecommunication Authority (PTA)’s end at the time of COC issuance

Attending to the first angle above, the Certificate of Compliance to Technical Standards (COC) is required for all entities who wish to import any SIM based telecommunication/wireless equipment devices to Pakistan. Please note that Certificate of Compliance to Technical Standards (COC)/NOC is not required for non-sim based devices.


The second element described above, in terms of requirements for the Certificate of Compliance to Technical Standards (COC), the required documents are the airway bill number of the shipment, the commercial invoice copy and the list of IMEIs of all devices included in the shipment.


The third item presented above is in regards to the process at Pakistan Telecommunication Authority (PTA)’s end at the time of Certificate of Compliance to Technical Standards issuance. PTA actually ensure that the IMEIs of all of these devices in the COC request are properly whitelisted and are stored in the PTA’s archive of active and registered devices. This archive then helps identifying the device as a valid PTA registered device whenever the device gets connected through any cellular network.


Certificate of Compliance to Technical Standards (C0C)/No Objection Certificate’s primary most requirement is to also have the device Type Approval beforehand as without the Type Approval, Certificate of Compliance to Technical Standards (COC) will not be issued by PTA.
