The SABER platform represents Saudi Arabia's commitment to modernizing its regulatory framework and enhancing efficiency in product certification. This digital platform now serves as the central hub for obtaining necessary approvals for radio frequency (RF) and information technology (IT) devices before they can legally enter the Saudi market.


Certification Types: Determined by Your Product's HS Code

One of the most critical aspects of the new system is that the required certification type is determined by your product's 12-digit HS (Harmonized System) code. This code serves as the definitive identifier for which certification path your product must follow.


Based on your product's specific HS code, SASO mandates one of the following certification types:

  1. Product Conformity Certificate (CoC)

  2. Product Conformity Certificate (CST) 

  3. Product Conformity Certificate (CoC-CST)

  4. IECEE Certificate

  5. Quality Mark Certificate (QM)


Certification Validity and Requirements

Understanding the validity periods of these certifications is essential for your compliance planning:

  • Product Conformity Certificates (CoC, CoC-CST, CST) are valid for one year

  • IECEE Certificates offer flexibility with either one-year or three-year validity options

  • Quality Mark is valid for 3 years

  • All certifications require detailed importer information and an active importer SABER account


Required Documentation for SASO Certification


For Product Conformity Certificates:

  1. Product Data Sheet

  2. User Manual (both in Arabic and English)

  3. RF, EMC, and Safety test reports

  4. Internal and external product photos

  5. Declaration of Conformity (DOC)

  6. Power of Attorney (POA)

  7. Risk assessment document

  8. QMS certificate (ISO 9001)

  9. Local Importer's SABER account information



For IECEE Certification:

  1. Duly filled, signed & stamped application form (Please mention the 12-digit HS Code as per Saudi Tariff)

  2. Valid Commercial Registry of the legal representative/importer in Saudi Arabia with TRN number

  3. Valid Test certificate (CBTC) issued from a recognized national certification body covering Saudi Arabia's national deviations (not older than 3 years)

  4. Corresponding Test Report (CBTR) issued by a recognized IECEE CB scheme laboratory covering Saudi Arabia's national deviations

  5. Product pictures showing dimensions, country of origin, model, brand, electrical ratings and marking

  6. English and Arabic Instruction Manual (Arabic manual is mandatory)

  7. Duly signed and stamped commitment letters "SASO IECEE Declaration 1" & "SASO IECEE Declaration 2" on official company letterhead

  8. Importer's (IDOC), Manufacturer's (MDOC) & Plug declarations with document control numbers and stamps
