Getting a telecom or radio product into the Kuwait market starts with one important question:
Is the product ready to meet CITRA requirements?
The Communication and Information Technology Regulatory Authority (CITRA) regulates telecommunications and radio equipment in Kuwait. Products covered by its requirements may need Type Approval before they are imported, produced, sold, distributed, leased, or used in the country.
The good news is that manufacturers can make the process easier by preparing the right information before applying.
1. Check Your Product First
Start by confirming whether your equipment falls under CITRA Type Approval.
The requirements cover wired and wireless telecommunications and radio equipment.
For wireless products, look closely at the technical details, especially:
Frequency range
Output power
Wireless technology
Product model
Intended use
This first check helps you understand what compliance documents will be needed for the product.
2. Prepare a Complete Technical File

However, CE marking does not automatically give a product Kuwait CITRA approval.
The European documents can support the application, but the applicable CITRA Type Approval process still needs to be completed.
4. Check Your Test Reports
Manufacturers should review their existing test reports before submitting the application.
RF, EMC, health, and safety evidence may be relevant depending on the equipment.
The important point is that testing does not necessarily have to take place in Kuwait. In-country testing is not mandatory for CITRA Type Approval.
A local representative is also not required for the application.
However, CITRA can request a product sample if it wants to inspect or examine the equipment.
5. Review Every Model and Variant
Do not assume that similar-looking products can all be covered together.
Different models may have different technical characteristics. Changes to frequency range, output power, or other important specifications can affect the assessment.
It is therefore better to review each model and variant before submitting the application.
Modular approval is not accepted, so the finished product needs to be considered for the relevant approval.
6. Submit the CITRA Application
Once the product information and supporting documents are ready, the Type Approval application can be submitted to CITRA.
The Authority will review the submitted information against the applicable requirements.
If additional information, clarification, or a sample is requested, it should be provided so the assessment can continue.
A complete application from the beginning can help make this stage more straightforward.
7. Keep Track of the Certificate
Once CITRA Type Approval is granted, the certificate is valid for three years from its issue date.
Do not wait until the certificate expires to think about compliance.
Keep the expiry date in your regulatory calendar and start planning the next approval or re-approval in advance.
Re-approval can also be required for existing, expired, or near-to-expire approvals.
