Bhutan BICMA Type Approval: A Step-by-Step Guide for Manufacturers

Getting radio and telecommunications equipment approved in Bhutan is straightforward. The Bhutan InfoComm and Media Authority (BICMA) does not require product samples or in-country testing, and approved equipment receives permanent validity as long as the product remains unchanged.
However, the easiest way to avoid delays is to confirm the approval scope first, prepare the right technical evidence, and understand the labelling and modification rules before submission.
Step 1: Check Whether Your Product Needs Approval
Start by checking whether the equipment falls under BICMA Type Approval requirements. BICMA requires approval for radio and telecommunication equipment that is not specifically exempted.
The exemption list includes mobile phones, telephone handsets, PABX and fax equipment, wireless modems, low-power Wi-Fi and Bluetooth equipment embedded in personal computers, CCTV, wireless microphones, RFID equipment, GPS devices, radio sets, satellite dishes, set-top boxes, vehicle-embedded devices, remote controls, access-control systems, alarms and movement detectors.
BICMA does not issue exemption letters for products on the exemption list.
Step 2: Identify the Applicable Requirements
Once you confirm that approval is required, determine the technical standards that apply to your product. The requirements depend on the equipment type, radio functionality and applicable RF characteristics.
Review the applicable RF, EMC, health and safety requirements before preparing the application.
Step 3: Prepare the Technical Documents
BICMA applications require clear and complete technical documentation. The main documents include:
User manual
Technical specifications or datasheet
Operational description
Declaration of Conformity (DoC)
RF, EMC, health and safety test reports
GSMA TAC allocation letter for cellular devices
Test reports should come from ISO 17025 accredited laboratories and meet applicable technical requirements.
Step 4: Submit the Application
Bhutan does not require a local representative for BICMA Type Approval. The application can therefore be managed without appointing a local certificate holder.
BICMA also does not require physical product samples or mandatory in-country testing. Internationally recognized test reports are accepted when they meet applicable standards.
Step 5: Complete the Review
After submission, BICMA reviews the application and supporting compliance evidence. The expected lead time is approximately 4–6 weeks, depending on the completeness and accuracy of the submitted information.
Government charges, customs duties, taxes and applicable regulatory fees should also be considered during the market-entry process.
Step 6: Apply the BICMA Label
Approval is not the final step. BICMA Type Approved equipment must carry the required regulatory marking.
The label must include:
BICMA logo
“Type Approved by BICMA”
Year of approval
Labelling is mandatory and may be subject to inspection.
Step 7: Manage Product Changes
BICMA approval has permanent validity, but this does not mean manufacturers can freely modify the approved product.
Changes to the brand, model number, hardware, software, radio parameters or functionality require a new Type Approval application. The existing approval cannot be reused after such modifications.
Step 8: Maintain Compliance
Manufacturers should continue monitoring the approved product and its configuration. BICMA may revoke an approval if equipment causes interference with licensed networks, creates a public safety hazard, or if false or misleading information was submitted.
