Thailand NBTC Holds Second Public Hearing to Shape Thailand’s 5G Spectrum Allocation
Thailand’s National Broadcasting and Telecommunications Commission (NBTC) held its second public hearing on the draft criteria for assigning frequency bands for International Mobile Telecommunications (IMT), following strong interest and feedback from an earlier round held from January 20 to February 20, 2025. The focus was on key frequency bands, including 850 MHz, 1500 MHz, 1800 MHz, 2100 MHz, 2300 MHz, and 26 GHz, which are crucial for enhancing Thailand’s digital infrastructure. NBTC emphasized that efficient spectrum allocation is critical for technological progress, economic growth, and improving public services and quality of life.
The NBTC sought public input on several important topics regarding the auction of frequency bands for International Mobile Telecommunications (IMT). These topics included:
Frequency Bands for Auction: Feedback was requested on which frequency ranges should be auctioned and their technical value for improving communication coverage.
Auction Design and Competition: Opinions were asked on how to structure the auction to promote fair competition and encourage new market entrants.
Valuation and Reserve Price: The NBTC explained how they would set base prices for the auction based on market trends and spectrum demand.
Payment Terms and Network Rollout: Discussions focused on fair payment plans and timelines for building infrastructure, especially for new service providers.
Social and Consumer Protections: Proposed protections were discussed for vulnerable groups, such as the elderly, disabled, and welfare recipients, ensuring they benefit from the auction and its outcomes.
The NBTC's hearing is aimed at ensuring a fair and transparent spectrum policy. The goal is to create a competitive auction that promotes industry growth and protects consumers. Special protections for vulnerable groups are being considered to ensure inclusive benefits from digital transformation. The NBTC aims to use frequencies efficiently and provide fair access to build a strong digital infrastructure in Thailand.
