TCRA Finalizes 3600–3800 MHz Spectrum Auction Guidelines Following Stakeholder Feedback
The Tanzania Communications Regulatory Authority (TCRA) has concluded its consultation process and released the final Information Memorandum (IM) for the upcoming spectrum auction in the 3600–3800 MHz band, a pivotal step towards the nationwide rollout of 5G services.
Key Revisions and Clarifications:
Spectrum Cap Adjustments: In response to stakeholder concerns, TCRA has revised the spectrum cap for the Primary Stage, limiting operators to a maximum of 140 MHz within the 3400–3800 MHz band. Notably, no cap will apply during the Secondary Stage.
Payment Schedule Update: TCRA has restructured the payment plan to ease financial commitments for successful bidders. The revised schedule is as follows:
40% due by July 24, 2025
15% due by January 8, 2026
15% due by July 8, 2026
15% due by January 8, 2027
15% due by July 8, 2027
Spectrum Clearance Confirmation: TCRA has confirmed that the 3600–3800 MHz spectrum band is cleared and free from interference. The authority has established mechanisms to monitor and mitigate any potential interference, ensuring uninterrupted service for licensees.
Auction Format and Tie-Breaking Mechanism:
Despite suggestions for a Simultaneous Multi-Round Ascending (SMRA) auction format, TCRA has opted for a first-price, single-round, sealed-bid format to provide price certainty for bidders. In cases of tied bids, TCRA will employ a mechanism based on alphabetical order to determine the winner.
TCRA Keeps 15-Year Licence Term with Renewal
TCRA has decided to maintain a 15-year licence term for the 3600–3800 MHz spectrum, despite calls to extend it to 25 years. Licences can be renewed if the operator meets efficiency, competition, and compliance criteria. Renewal fees, beyond the annual spectrum fee, will be set based on market conditions and technology changes after stakeholder consultation.
