South Africa Releases Second Draft National Radio Frequency Plan 2025 for Public Input
South Africa’s Independent Communications Authority (ICASA) has issued the Second Draft National Radio Frequency Plan (NRFP-25) via Government Gazette No. 53637, published on November 7, 2025. The draft is now open for public comment as the regulator aims to modernize and harmonize national spectrum management across 8.3 kHz to 3000 GHz.
Key Objectives and AlignmentThe NRFP-25 offers a technology-neutral framework supporting mobile broadband, broadcasting, satellite expansion, and 6G through IMT-2030 bands. It also promotes digital inclusion for underserved communities and SMEs.Â
While aligned with ITU Region 1, ICASA allows national variations under Radio Regulation 4.4 without affecting international compliance.
Implications for the Telecom SectorThe plan will guide licensing and compliance for all wireless devices, helping reduce equipment costs by harmonizing spectrum and aligning with global standards, allowing manufacturers to produce devices at scale without costly redesign and facilitating 5G/6G, satellite, broadcasting, and public safety network rollout.
Interested persons are invited to submit their written representations, accompanied by an electronic Microsoft Word version, to the Authority no later than 17:00 on Thursday, 11 December 2025.
