The Independent Communications Authority of South Africa (ICASA) has issued a notice clarifying the licensing requirements applicable to operators seeking to provide services through satellite constellations in South Africa.

According to the notice, entities providing satellite-based services may be required to obtain an Individual Electronic Communications Service (I-ECS) licence, an Individual Electronic Communications Network Service (I-ECNS) licence, and the relevant Radio Frequency Spectrum (RFS) licence(s), depending on their operating model.

ICASA also clarified requirements for wholesale satellite providers, spectrum sharing arrangements, Gateway Earth Stations (GES), licence exemptions for resellers, and lawful interception obligations where associated gateway infrastructure is located outside South Africa.

The notice follows increasing requests from prospective satellite operators seeking regulatory certainty regarding market entry and satellite service deployment within South Africa.
