Somalia’s NCA Signs MOUs with Malaysia on Digital Regulation and Cybersecurity

Somalia’s National Communications Authority (NCA) has signed two key Memoranda of Understanding (MOUs) with the Malaysian Communications and Multimedia Commission (MCMC) and CyberSecurity Malaysia to enhance cooperation in digital regulation and cybersecurity.


The MOU with MCMC focuses on 5G frameworks, regulatory policy exchange, and institutional capacity-building.This includes best practices in spectrum planning to ensure optimal use of available frequencies, strategies for infrastructure sharing to reduce deployment costs and encourage competition,  It aims to strengthen Somalia’s digital sector through shared expertise and best practices.


The second agreement with CyberSecurity Malaysia targets cyber incident response, threat intelligence sharing, cybersecurity training, and participation in global initiatives like the ASEAN Cybersecurity Center of Excellence (Global ACE).


NCA Director General Mustafa Yaasin Sheik emphasized that these partnerships are vital for Somalia’s digital transformation and cyber readiness. The agreements reflect NCA’s commitment to adopting global best practices to build a robust, secure, and future-ready ICT ecosystem.
