Singapore IMDA Updates Draft Technical Specification for Cellular Mobile Terminals

The Info‑communications Media Development Authority (IMDA) of Singapore issued the Draft Technical Specification for Cellular Mobile Terminals (IMDA TS CMT Issue 1 Rev 4) in early February 2026. The draft sets out minimum technical requirements for mobile devices, including smartphones, vehicle‑mounted terminals, and RF modules, covering 4G LTE‑Advanced, 5G NR, safety, VoLTE, and emergency cell broadcast features.


Key updates in the draft included:

  • 2G connectivity disabled by default in devices

  • Mandatory VoLTE support and emergency call capabilities

  • Emergency Cell Broadcast (CBS) compliance with detailed alert settings

  • Updated safety requirements for devices and lithium batteries, aligned with IEC 62368‑1, UL 1642, IEC 62133, and IEC 60086‑4
