Pakistan Telecommunication Authority Issues Draft MVNO License for Consultation
The Pakistan Telecommunication Authority (PTA) has released a Consultation Draft License for Mobile Virtual Network Operators (MVNOs), inviting stakeholder feedback until 22 April 2026 .
Under the draft, MVNOs can provide mobile and next-generation services through commercial agreements with one or multiple Mobile Network Operators (MNOs). They may operate under their own brand and deploy customer-facing systems such as billing and service platforms. However, no spectrum will be assigned, and MVNOs must rely entirely on MNO infrastructure .
The license will be valid for 15 years, with a requirement to launch services within 12 months of issuance . MVNOs are also obligated to provide mandatory services, including emergency access and long-distance connectivity via MNO arrangements.
Key compliance requirements include lawful interception, national security obligations, one-year data retention, and type approval of terminal equipment.
