Pakistan: PTA Proposes New Rules for Travel SIM and eSIM Providers

The Pakistan Telecommunication Authority (PTA) has issued a consultation paper on the draft International Roaming (Inbound) Regulations, 2026, proposing new requirements for travel SIM/eSIM providers and international roaming services.

Key Proposals:

  • Provider Registration: Travel SIM/eSIM aggregators would require prior PTA registration.

  • KYC Verification: Identity verification mechanisms for inbound roamers.

  • Permanent Roaming: Define a threshold of 90 days within any 180-day period.

  • Monitoring and Blocking: Strengthen oversight of suspicious roaming activity.

Impact: The proposed rules could increase compliance obligations for mobile operators and travel eSIM providers while strengthening identity verification and roaming oversight.

Consultation deadline: 10 November 2026.

The regulations remain in draft form and would take effect upon Gazette notification.
