Nigeria Launches Public Consultation on Satellite Direct-to-Device Connectivity
The Nigerian Communications Commission (NCC) has launched a public consultation on the potential introduction of Satellite Direct-to-Device (D2D) connectivity, marking a major step toward expanding mobile coverage and strengthening digital resilience across the country.
The consultation seeks stakeholder input ahead of any regulatory framework for allowing mobile devices to connect directly to satellites. The NCC said D2D services could help extend connectivity to underserved areas, provide backup communications during network outages, and support emergency response efforts.
The regulator emphasized that the consultation does not constitute a regulatory decision or licensing process, but is intended to inform future policy on spectrum use, authorization models, competition safeguards, consumer protection, and security considerations.
Stakeholders including mobile operators, satellite providers, device manufacturers, and public agencies have six weeks to submit feedback, with responses due by 23 February 2026.
