Mozambique Introduces New Telecommunications & Scarce Resources Licensing Framework
Mozambique has introduced a new Regulation on the Licensing of Telecommunications and Scarce Resources under Decree No. 36/2026 of 16 July 2026, replacing the previous licensing framework established by Decree No. 26/2017.
The new regulation establishes a unified and class-based licensing system for telecommunications services, with licences covering operating areas ranging from municipal to international levels.
Key Changes
• Class licences are generally to be granted within 15 days of receiving an application.
• Class A and B licences are valid for 15 years.
• Class C licences are valid for 5 years and do not require submission of a technical project.
• New provisions govern radio-frequency spectrum leasing and sharing, including spectrum use for technology testing, network capacity expansion, and deployment of new telecommunications or radiocommunication networks.
• The framework introduces specific licensing provisions for satellite radiocommunication services and broadcasting.
• It establishes rules concerning numbering resources, as well as licence renewal, transfer, suspension and revocation.
• In certain cases, regulatory fines may be converted into universal service obligations, supporting the expansion of access to communications services.
The new framework provides Mozambique with an updated regulatory structure covering telecommunications licensing, spectrum and numbering resources, broadcasting and satellite services, giving operators clearer requirements for entering and expanding in the market.
