The Lebanese Telecommunications Regulatory Authority (Lebanese Telecommunications Regulatory Authority) has issued Decision No. 7/2026, establishing licensing conditions for Internet Service Providers operating without radio frequencies.

The framework sets requirements for both new applications and license renewals, including legal, financial, ownership, tax, technical, infrastructure, and operational disclosures. Applicants must also submit detailed documentation such as financial statements, ownership structure, tax compliance records, and infrastructure deployment information.

Renewal applicants are required to provide additional service and operational data, including subscriber figures, revenues, costs, and detailed service breakdowns.

The decision aims to strengthen regulatory oversight, improve transparency, and standardize ISP licensing procedures in Lebanon.
