Indonesia Opens Public Consultation on Mandatory Technical Standards for Telecom and ICT Devices

The Indonesian Ministry of Communication and Digital has launched a public consultation on its Draft Ministerial Decree (2025), which establishes a mandatory list of telecommunications and ICT equipment that must comply with national technical standards. This initiative follows the mandate of Article 33(3) of Permenkominfo No. 3/2024 on the certification of telecom devices.


The draft decree is based on Law No. 36/1999 (amended by Law No. 6/2023), Gov. Regulation No. 46/2021, and Permenkominfo No. 3/2024 on device certification.It also references HS codes set by the Ministry of Finance for regulatory alignment.


Key Highlights:


  • Certification mandatory for listed telecom and smart ICT devices

  • Covers both core telecom equipment and connected smart devices

  • Devices not listed but with telecom features must still comply

  • Goes into effect 30 days after official issuance


The draft decree covers two main categories.


A. Telecom Equipment includes smartphones, tablets, laptops, routers, modems, switches, BTS, IP phones, satellite terminals, CCTV, and broadcasting devices.


B. ICT Devices with Telecom Features cover smart TVs, set-top boxes, connected home appliances, Wi-Fi printers, smart doorbells, sockets, USB dongles, RFID readers, drones, GPS trackers, smart toys, medical devices, and smartwatches.


Each product is mapped to a specific HS code for regulatory reference. In line with Law No. 30/2014, the Ministry invites stakeholders to submit comments as part of its effort to ensure regulatory transparency and strengthen compliance oversight.
