Indonesia Drafts New Ministerial Decree on SAR Limits for Mobile Phones and Tablets
The Indonesian Ministry of Communication and Digital Affairs (Komdigi) released a draft Ministerial Decree establishing updated Specific Absorption Rate (SAR) limits for mobile phones and tablet devices. This draft aims to replace the existing decree, KOMINFO No. 177/2024, and modernize testing and certification requirements for telecommunications equipment.
The key points of the draft decree include:
SAR Limits Defined: The decree specifies SAR limits for both the head and the body/limbs of users. Devices must comply with either the International Commission on Non-Ionizing Radiation Protection (ICNIRP) 1998 guidelines or the ICNIRP 2020 guidelines.
Device Scope: The rules apply to devices used within 20 cm of the body and with radiated power exceeding 20 mW.
Exemptions: Tablets without a speaker function for “next-to-ear” voice communication are exempt from head SAR testing.
Certification Requirements: Manufacturers seeking certification must submit SAR test reports and, for exempted tablets, a declaration stating the device lacks a “next-to-ear” speaker.
Transitional Measures: If a domestic testing laboratory cannot issue SAR reports, applicants may submit a statement from the lab indicating the expected report issuance date. This temporary measure will remain valid until July 31, 2027.
Retesting and Enforcement: Devices failing initial SAR tests may undergo a single retest with samples purchased from the market. Persistent non-compliance will result in regulatory sanctions.
The draft decree aligns Indonesia with international standards for electromagnetic exposure and ensures safer telecommunications devices for consumers while providing a clear certification pathway for manufacturers and importers.
