Ghana NCA Launches Public Consultation on Terminal Communication Equipment Standards

The National Communications Authority (NCA) has opened a public consultation on draft standards for Terminal Communication Equipment (TCE), covering devices across GSM, IMT-2000, and IMT 2020 networks.


The draft standards set minimum requirements for devices operating in frequency bands from 450 MHz to 26 GHz, addressing safety, electromagnetic compatibility, type approval, durability, accessibility, and emergency functionality.


Key areas highlighted in the draft specifications include:

  • Mobile devices: Smartphones, feature phones, tablets, and IoT devices, with support for accurate location services and emergency call functionality.

  • Cellular devices: Compatibility with 2G, 3G, 4G, and 5G networks, VoLTE support, and security compliance.

  • Fixed equipment: Home and office devices must be durable, water-resistant, protected from power surges, and offer secure network connections.

  • Power and safety: Standards for power input, battery management, surge protection, and maintenance guidance.


The consultation aligns with the NCA’s mandate under the NCA Act 769, 2008, and Sections 66 and 67 of the Electronic Communications Act, 2008, to ensure technically interoperable networks while protecting the integrity of public communications.
