Brazil ANATEL Approves New Technical Requirements for SMP Signal Boosters

The National Telecommunications Agency (ANATEL) has published Act No. 5885, approving updated technical requirements and test procedures for the conformity assessment of internal signal boosters used in the Personal Mobile Service (SMP).


The new regulation replaces Act No. 2271 of February 2022 and establishes updated compliance requirements for broadband and selective SMP signal boosters used indoors and in vehicles.


The framework introduces detailed limits related to:

  • Transmission power

  • Gain control

  • Out-of-band emissions

  • Noise limits

  • Frequency stability

  • Intermodulation

  • Automatic anti-oscillation mechanisms


ANATEL also mandates several self-monitoring and interference mitigation functions, including:

  • Automatic Gain Control (AGC)

  • Automatic shutdown during harmful interference

  • Anti-oscillation protection

  • Uplink inactivity monitoring


The regulation further requires warning labels and user guidance regarding provider authorization and interference responsibilities.


For conformity assessment, ANATEL references FCC KDB 935210 D03 and D04 procedures for broadband and selective boosters respectively.
