Bahrain TRA Issues Decision 1 of 2026 on International eSIM Roaming

The Telecommunications Regulatory Authority (TRA) has issued Decision 1 of 2026 to clarify rules for eSIM-based roaming services used exclusively outside Bahrain.


The decision allows licensed mobile operators to offer international-only eSIMs without following the Kingdom’s usual SIM registration and verification rules, if these eSIMs:


  • Work only on foreign networks

  • Are data-only (no voice calls or SMS, except emergency alerts)

  • Cannot be used in Bahrain

  • Are technically restricted and tracked by operators


TRA stressed that normal SIM registration still applies if an eSIM is ever used in Bahrain, even temporarily. Operators must implement technical safeguards, maintain records, respond to TRA requests, and limit eSIM use to 90 days.


Mobile Network Operators are also fully responsible for complying with laws in countries where the eSIM is used, including data protection rules, and cannot market these eSIMs as standard Bahraini subscriptions.
