Saudi Arabia’s CST Opens Consultation on D2D and NTN Regulations
The Communications, Space and Technology Commission (CST) has launched a public consultation inviting individuals, institutions, and businesses to provide feedback on Direct-to-Device (D2D) communications and updates to Non-Terrestrial Network (NTN) regulations.The consultation aims to optimize spectrum use, reduce interference, and define a regulatory framework for next-generation wireless technologies, supporting Saudi Arabia’s Vision 2030 digital transformation goals.
Key Objectives:
Direct-to-Device (D2D) Framework - CST seeks feedback on regulating D2D services, enabling phones to connect directly to satellites or aerial networks without hardware changes. Using MSS or IMT spectrum, D2D could support alerts, SMS, voice, and data, while exploring market demand, standards, certification, coexistence, and security.
NTN Regulations Update - CST also proposes merging existing 2022 frameworks into a unified “NTN Services Regulations” to simplify compliance and reflect current technologies. The update adds provisions for Government-to-Government (G2G) and Point-to-Point (P2P) services and revises the Satellite Communications Station Registration rules to clarify their scope.
