The Government of Rwanda has announced a national roadmap to phase out legacy 2G and 3G mobile networks as part of its strategy to accelerate the country's transition to 4G and future 5G services.

According to the roadmap, 3G services will be switched off nationwide on 30 June 2027, while 2G services are scheduled for retirement by December 2028, subject to the successful completion of the 3G migration and the country's overall readiness.

The Ministry of ICT and Innovation (MINICT) said the transition will free up valuable radio spectrum, reduce network operating costs, and enhance the delivery of faster, more secure mobile broadband services.

Before the 3G switch-off, MINICT, the Rwanda Utilities Regulatory Authority (RURA), and mobile network operators will verify nationwide 4G coverage, VoLTE readiness, service continuity, and the migration of devices and services that continue to rely on legacy networks. The government will also continue initiatives to improve the affordability of 4G-enabled devices to support a smooth transition for consumers and businesses.

The announcement marks another milestone in Rwanda's digital transformation strategy, strengthening the country's mobile infrastructure and paving the way for broader 4G adoption and future 5G deployment.
