Niger Strengthens Telecom Regulations: Type Approval & Installer Accreditation Framework

The Nigerien government has rolled out a new regulatory framework under Ministerial Order No. 000010/MPC/EN/SG/DI of 18 February 2025, aimed at enhancing compliance, safety, and operational standards in the country’s telecommunications sector.


Type Approval Requirements All terminal and radio equipment must now obtain type approval from ARCEP before entering the Nigerien market covering manufacturing, importation, resale, distribution, or advertising. Applicants are required to submit a complete dossier, including administrative documents, technical datasheets, accredited test reports (EMC, safety, spectrum, network/data protection, interoperability), and equipment samples if necessary.


Approved equipment will receive a certificate valid for three years, renewable two months prior to expiry, provided no major modifications have been made.


All certified devices must carry a tamper-proof label with the approval number, model, batch, and manufacturer.


Installer Accreditation & ComplianceIndividuals and companies must obtain installer accreditation from ARCEP to install, maintain, or operate electronic communications networks. Accreditation is valid for two years and renewable three months before expiry.


Both type approval certificates and installer accreditations are personal and non-transferable, with strict enforcement in place. Existing certificates remain valid until their expiration.

This regulation is effective immediately, ensuring Niger’s telecom sector aligns with international standards, while enhancing network safety and operational quality.
