Algeria Introduces New Homologation Rules for Telecommunications Equipment
Algeria has issued Executive Decree No. 26-97, updating the homologation procedures for electronic communications equipment. Under the decree, terminal devices, radio stations, and installations must be approved before being manufactured, imported, sold, or advertised locally. Equipment connecting to public networks requires approval from the Regulatory Authority for Post and Electronic Communications (ARPCE), while other radio-related devices fall under the National Frequency Agency (ANF).
Applications must be submitted via a dedicated electronic platform and include administrative and technical documentation, such as equipment datasheets, a manufacturer’s declaration of conformity, a country-of-manufacture declaration, and test reports from accredited laboratories. Devices with cellular capabilities must also provide a Type Allocation Code (TAC) issued by the GSMA.
Applicants are required to submit a functional sample within five working days of filing. For imported devices, the sample must first be retrieved from customs before being delivered to the relevant regulatory authority for testing. Authorities are mandated to process homologation requests within two months.
Once approved, a Certificate of Conformity is issued, confirming compliance with technical standards covering radio spectrum use, electromagnetic compatibility, safety, and network protection. Certificates validity is now changed from three years to five years and can be renewed following the same procedures for next five years. Approved devices must display official labeling indicating the certificate number and issuing authority before entering the Algerian market.
The decree also establishes digital coordination between regulators and customs authorities and exempts certain equipment imported temporarily for testing, demonstrations, scientific purposes, or humanitarian use from homologation requirements.
