Iraq’s CMC Issues New Bylaw for License-Exempt SRD and UWB Devices
In a progressive step to modernize spectrum management, Iraq’s Communications and Media Commission (CMC) has issued a comprehensive bylaw governing the use of license-exempt Short Range Devices (SRD) and Ultra-Wideband (UWB) technologies. The new regulation aligns Iraq’s telecommunications framework with international standards set by the European Telecommunications Standards Institute (ETSI) and the International Telecommunication Union (ITU).
Enabling Innovation Without Licensing:
The bylaw defines the technical and operational parameters under which various low-power wireless devices can operate without requiring an individual license. These include:
Remote controls, keyless entry systems, and alarms
Medical implants and hearing aids
Wireless audio, multimedia systems, and RFID
Telematics, intelligent transport systems (ITS), and tracking devices
Level probing and wall-penetrating radars
Indoor/outdoor Wi-Fi and wireless access systems (WAS)
Each category is subject to strict compliance with specified frequency bands, maximum EIRP limits, duty cycle constraints, and spectrum-sharing mechanisms.
Technical Compliance and Spectrum Hygiene:
The regulation mandates that all devices must meet technical conditions outlined in ETSI standards like EN 300 330, EN 300 220, and EN 302 065 (for UWB). UWB devices in particular must operate within strict spectral density thresholds, especially in the 6–8.5 GHz band, with advanced mitigation techniques applied for higher-powered applications.
