- Changes to Nepal/NTA Type Approval Process - Mobile Device Management System (MDMS)
Nepal Telecommunications Authority (NTA) has made registration of IMEI number to Mobile Device Management System (MDMS) mandatory from today May 15, 2023. Notice has been published in the link below in this regard. Prima facie this notice looks like only applicable for registration of Mobile handsets but it has larger implication when we discussed this with NTA officials. It’s confirmed this is applicable for every devices that support cellular communication. (https://nta.gov.np/content/mobile-device-management-system-mdms-b-l-1). QUOTE "In order to regulate the use and import of mobile sets in Nepal, the MDMS system will be implemented from Jestha 01, 2080 (May 15, 2023). All concerned individuals is informed about the system. For personal use, individuals who have obtained clearance from the Customs Office for mobile sets brought from abroad will have the facility to register themselves in the MDMS system. According to the "Private Use Goods Related Order 2077" of the Government of Nepal, individuals who have brought mobile sets from abroad for personal use can register by entering the following documents in the system: 1. Citizenship/Nationality 2. Departure Stamp and Arrival Stamp seen on the page or boarding pass of the passport When purchasing a mobile phone within Nepal, it is necessary to check whether the mobile set has been registered or not in the MDMS system of the Nepal Telecommunications Authority (mdms.nta.gov.np). Mobile importers/sellers are required to register in the authority only after obtaining pre-approval from the authority, and they can distribute and sell only the registered mobiles. For further information on this matter, please refer to the notice issued by the Department of Customs on 2080/01/29(May 12, 2023) regarding "Mobile Phones that Travelers Can Bring in Their Luggage with Convenience." - Bhutan/BICMA Type Approval Process
Bhutan InfoComm and Media Authority (BICMA) is the regulator responsible for ensuring the safety and quality of ICT equipment used in Bhutan. They have established detailed Type Approval regulations for radio and telecommunications equipment to ensure interoperability and safety. The main objectives of these regulations are to ensure that ICT apparatus are interoperable and can be interconnected with any communications networks, and that they do not cause any damage to public telecommunications networks or public health. Additionally, the regulations aim to promote and assure the quality of ICT equipment and to identify applicable technical standards. BICMA is responsible for maintaining recognized standards for the Bhutan Type Approval process, and for recognizing test reports and data obtained from laboratories that are members of the International Laboratory Accreditation Cooperation (ILAC) for the issuance of Type Approval Certificates. They may also accept test reports and compliance certificates issued under bilateral or multilateral mutual recognition agreements. All ICT equipment intended for use in Bhutan must be Type Approved by BICMA or specified as exempt in their regulations. The exempt equipment includes equipment such as mobile phones, telephone handsets, wireless data modems, wireless equipment embedded in personal computers with output power less than 100mW,, CCTV, cordless audio devices, amateur radio equipment, GPS, satellite dishes, remote car keys, vehicle tracking systems, security devices, remote control, access control, alarms and movement detectors. International applicants must also submit a copy of the proof of payment. It is to be noted that BICMA does not require any samples submitted with the Type Approval application. In Bhutan, the type Approval for any particular RTTE (Radio and Telecommunications Terminal Equipment) shall be valid for one time only, provided no modifications have been made to the approved RTTE. A new Type Approval must be obtained if there are changes to the manufacturing brand name, product name, model number, functions, or any other information submitted to the Authority. BICMA may revoke Type Approval if significant evidence is found that the RTTE interferes with the operation of any licensed communications network, constitutes a public hazard, or if the information submitted is found to be counterfeit or false. The BICMA Type Approval Certificate Holder must maintain a list of equipment sold or installed, and ensure that the equipment is not modified in a way that affects the information submitted to BICMA. The Authority may seek this information as needed. The Certificate Holder is also responsible for any damages caused by the equipment, and must submit annual reports to BICMA. BICMA shall also ensure that the ICT apparatus do not cause any damage to the public telecommunications network and public health, and do not generate electromagnetic disturbance exceeding the prescribed internationally accepted level. This is done by reviewing the standards periodically and updating them as per the provision of the Act. Additionally, they shall take the necessary steps to identify the applicable technical standards, including those promulgated by International standard organization and Regional standards organization. - Pakistan Type Approval Regulatory Update 2021
Pakistan Telecommunication Authority (PTA) has enacted new Type Approval regulations 2021 which include the below key changes: 1- Changes to the exempt devices list The new list contains only the below exempt categories: 1- Networking equipment (switches, firewalls, servers, storage devices) 2- Laptops/desktops (non-sim based only) 3- GPS only devices As a comparison, below two categories previously exempt have now been removed from the exempt list: 1- Tablet PC with Wifi only Functionality (Non-Sim based devices) 2- Smart watches with Bluetooth/Wifi functionality only (Without Sim or tracking features) It is critical to highlight that given these changes, all Wifi, Bluetooth and RFID equipment will now require Pakistan Type Approval. Please note that SRDs are already subject to Pakistan Type Approval. 2- Ultra Wide Band Devices Ultra Wide Band devices have now been formally added as a device category requiring Type Approval in Pakistan. 3- Inclusion of 62368 Safety standards 62368 Safety standards are now included in the list of acceptable testing standards.
