South Africa Releases Draft Rules to Speed Up Telecom Network Deployment

South Africa has introduced draft regulations aimed at accelerating the deployment of electronic communications networks and infrastructure across the country.


Published by the Independent Communications Authority of South Africa, the proposed framework seeks to address delays caused by complex approval processes, limited coordination, and disputes over land access.


The draft regulations outline clearer procedures for obtaining permits, accessing public and private property, and engaging with landowners and affected communities. They also introduce mechanisms for compensation and structured dispute resolution to balance infrastructure rollout with property rights.


A key feature of the proposal is the introduction of a national Geographic Information System (GIS) database, which will improve visibility of existing infrastructure, support planning, and encourage infrastructure sharing among operators.


The initiative aligns with national broadband expansion goals and aims to create a more efficient and predictable environment for network deployment.
