South Africa Publishes New Innovation Spectrum Regulations
The Independent Communications Authority of South Africa (ICASA) has published new regulations for Dynamic Spectrum Access and Opportunistic Spectrum Management in the 3800–4200 MHz and 5925–6425 MHz bands.
Published in Government Gazette No. 54718 on 22 May 2026, the framework introduces database-controlled spectrum sharing through a Unified Spectrum Switch (USS) system to enable more efficient use of unused spectrum.
The regulations aim to:
Expand broadband access in underserved areas
Promote spectrum sharing
Encourage participation from SMMEs and community networks
Support innovation and rural connectivity
All Innovation Spectrum Devices (ISDs) must obtain ICASA Type Approval before deployment.
Under the framework:
ISFR 1 (3800–4200 MHz) requires spectrum licensing
ISFR 2 (5925–6425 MHz) is license-exempt
The regulations also introduce operational requirements related to geo-location, interference protection, transmit power limits, and mandatory communication with the USS platform.
