Mozambique Amends Radiocommunications Regulation to Reflect Technological and Market Developments

The Government of Mozambique has approved amendments to the Radiocommunications Regulation (Decree No. 75/2018), aligning national spectrum management with the Telecommunications Law No. 4/2016. The updates, adopted by the Council of Ministers, aim to modernize frequency management and harmonize regulations with SADC and international standards.


The revised decree broadens the scope of radiocommunication services to include fixed, mobile, broadcasting, satellite, experimental, and scientific/space services, while allowing flexibility for the integration of new ITU-defined or emerging technologies.


Key updates also include changes to authorization procedures, the National Frequency Allocation Plan (PNAF), and the registration and notification of frequency assignments. The PNAF will now be reviewed at least every two years or as needed, and all significant amendments will undergo public consultation before adoption.


The new provisions authorize the Regulatory Authority to revise spectrum allocations based on technological or operational needs, with affected licensees given at least 90 days’ notice and transition guidance.


Although the new decree has already taken effect to enhance transparency, efficiency, and international alignment in spectrum management, INCM continues to invite stakeholders to participate in ongoing public consultations on related regulatory instruments via email or physically addressed to INCM headquarters before 17 October 2025.
