Mauritania ARE Issues New Framework for License-Exempt Low-Power Radio Devices

The Regulatory Authority of the Islamic Republic of Mauritania (ARE) has officially released Decision No. 1100/2025, establishing a comprehensive framework governing the free use of low-power and short-range radio devices across the country.


The new regulation, issued under Article 28 of Law No. 2013-025, as amended in 2022, clarifies which radio devices may operate without prior authorization while laying out strict technical and operational limits to ensure spectrum protection.


Mandatory Conditions for Unlicensed Deployment

Under the new framework, certain internal networks and low-power short-range devices can now be deployed without licensing, as long as they comply with defined regulatory conditions. These devices refer to transmitters, with or without receivers, designed to support short-range communication while posing minimal interference risk.


  • Stay within the emission limits set out in Annex 1 of the decision

  • Avoid causing harmful interference to licensed communications systems

  • Refrain from using amplification systems capable of operating over public land

  • Avoid connecting to RLANs owned by separate legal entities


In cases where interference is reported, users must immediately halt device operation at the request of ARE.


New Responsibilities for Importers and Distributors

The decision also introduces obligations for businesses placing these devices on the Mauritanian market. Importers, distributors, and resellers must:

  • Ensure compliance with Decision No. 42/2021/AR/CNR on equipment approval

  • Clearly inform customers of permitted usage conditions outlined in the new framework

These measures aim to protect both consumers and national spectrum resources by ensuring that only compliant devices circulate in the market.


Enforcement and Regulatory Flexibility

ARE can inspect any short-range device for compliance, and non-compliant equipment may be sealed, dismantled, or removed at the user’s cost. The regulator may also change operating conditions at any time without compensation if technical limits are exceeded, licensed networks face interference, national safety needs arise, or the frequency plan is updated.
