The President of the Republic of Azerbaijan has signed a decree introducing a major reform of the country’s cybersecurity governance framework, including the establishment of a new national authority the National Cybersecurity Agency.

The National Cybersecurity Agency of Azerbaijan will be created under the Ministry of Digital Development and Transport, replacing the former Electronic Security Service. The agency will serve as the central body responsible for cybersecurity regulation, monitoring, coordination, and national cyber resilience.

Key Functions of the Agency

• National cybersecurity regulation and oversight

• Protection of critical information infrastructure

• Detection and response to cyber threats and incidents

• Coordination of national incident response (CERT functions)

• Cybersecurity awareness and capacity building

• Support for personal data protection enforcement

• Prevention of illegal or harmful online content

Institutional Changes

The decree also:

• Abolishes the Electronic Security Service

• Transfers all assets, staff, and responsibilities to the new agency

• Establishes a 4-member Board (Chairman and three Deputies)

• Consolidates cybersecurity responsibilities under a unified structure
