Mozambique Approves National Roaming and New FSAU Regulation to Expand Telecom Access

In a significant step towards expanding digital inclusion and improving telecommunications coverage, the Council of Ministers of Mozambique has approved two major regulatory reforms: the National Telecommunications Roaming Regulation and the revised Regulation of the Universal Access Service Fund (FSAU).


The newly approved National Roaming Regulation will allow mobile subscribers to seamlessly access another operator’s network when their own provider has no coverage in a given area. Based on Law No. 4/2016, which requires infrastructure sharing, the reform aims to improve the use of existing telecom networks and expand connectivity to underserved areas. It also encourages healthy competition by making it easier for new operators to enter the market without the need to build their own full-scale infrastructure right away.


The Government of Mozambique has also revised the FSAU Regulation to broaden its scope and introduce new funding models. The regulation redefines the range of contributors to the Universal Access Service Fund (FSAU), potentially including additional stakeholders or new  contributors. It also outlines changes to infrastructure ownership and the allocation of funds, with a focus on supporting high-impact projects. To date, the FSAU has made significant progress in improving digital access nationwide, connecting millions of people and supporting schools, libraries, and families.
