INCM Opens Public Consultation on Mozambique’s Revised Telecom Licensing Regulation
The Communications Regulatory Authority (INCM) has opened a public consultation on the proposed revision of Mozambique’s Telecommunications and Scarce Resources Licensing Regulation, aiming to modernize the sector, boost competition, and improve service quality. The update introduces clear procedures for unified and class-based licenses, covering networks, services, numbering, and spectrum management.

Unified and Class Licenses
Unified licenses: Valid for 20 years, allowing operators to provide all telecom services and operate networks across technologies.
Class licenses: Divided into A, B, and C, covering networks, telecom services, and equipment operations:
Class A & B: 15-year validity
Class C: 5-year validity, exempt from contributions to the Universal Service Fund
The framework introduces spectrum leasing and sharing, temporary licenses, and new satellite provisions to support innovation and efficient spectrum use. All licenses will be issued within 15 days, with clear obligations to ensure fair competition, quality service, and data privacy.
This update helps Mozambique expand rural connectivity, attract investment, and strengthen consumer protection, while transitional provisions provide clarity for operators.
