Guinea’s Telecom Regulator Reminds PMR Users of Legal Rules

Guinea’s (ARPT) held an important meeting with importers, installers, and users of radio communication equipment (PMR) at its headquarters. The purpose of the meeting was to remind everyone of the legal rules for importing, installing, and using this type of equipment in the country.

The meeting was led by ARPT’s Deputy Director General, Mr. Adama Condé, along with other key officials from technical, regulatory, and radiocommunication departments.


During the meeting, the ARPT explained that operating PMR networks in Guinea is strictly controlled. Here’s what companies and individuals must do before using PMR equipment:

  • Import Approval: You must get approval from ARPT before bringing PMR equipment into Guinea.

  • Equipment Certification: All equipment must be certified before being used.

  • Installer Approval: Anyone installing a PMR network must be approved by ARPT.

  • Frequency License: You need special permission to use radio frequencies, which are limited and regulated.


The regulator emphasized that the rules aim to protect users and networks, not restrict business. Retailers must ensure equipment is certified and request proof from suppliers—or risk being held liable.


Two-Month Grace Period and Awareness Campaign


To help everyone follow the rules, ARPT is giving a two-month grace period. During this time, importers, installers, and sellers must complete all required steps. ARPT also plans to run an awareness campaign with trade unions, shipping agents, and telecom sellers to make sure everyone understands the process. The reminder was necessary because many operators were unaware of or ignoring the regulations, leading to chaotic usage and potential risks. ARPT’s renewed enforcement and awareness campaign seek to bring order and compliance to the sector.
