Philippines NTC Orders 3G Shutdown by 2026, Sets Separate 2G Timeline
The National Telecommunications Commission (NTC) has issued a circular ordering the phased shutdown of 3G mobile networks nationwide by December 31, 2026, while deferring the phase-out of 2G services to a later schedule.
The NTC said reallocating spectrum from legacy networks to 4G, 5G, and future 6GÂ will improve connectivity, reduce congestion, and address security risks tied to outdated technologies.
Under the directive, telecom operators must:
Submit transition plans within 60 days, including consumer support and awareness campaigns;
Offer free SIM upgrades, subsidies, and installment plans for affected 3G-only users, prioritizing senior citizens, low-income groups, and PWDs;
Conduct nationwide information drives with LGUs and media.
3G will be shut down completely, but 2G will continue in rural and remote areas until the government announces a new timeline for its shutdown.
The circular takes effect 15 days after publication and submission to the UP Law Center.
