In Libya, all radio and telecommunications equipment must undergo Type Approval certification issued by the General Authority for Communications and Informatics (GACI) before being imported, sold, or used in the country. This process, sometimes referred to as GACI Type Approval or CIM Type Approval, ensures that devices comply with national safety, spectrum, and quality standards.


1. Who Needs Libya Radio Type Approval?

Any manufacturer or importer of telecom and wireless devices must obtain approval before commercialization.

  • All devices with radio functions (Wi-Fi, Bluetooth, cellular, satellite, etc.) require approval.

  • In Libya, there is no official exemption list. Even receive-only devices such as GNSS receivers, amplifiers, and Rx-only modules must undergo mandatory type approval.

The approval is managed by the: General Authority for Communications and Informatics (GACI), Libya


3. Documentation Needed for Libya Type Approval

To apply for Libya Radio Type Approval, the following documents are typically required:

  • Declaration of Conformity (DoC)

  • Technical Datasheet

  • User Manual

  • Product Photos (internal & external)

  • Block Diagram

  • CE/FCC Test Reports (RF, EMC, Safety)

  • GSMA TAC Letter (for mobile/cellular devices)


4. Is Local Representation Required?

GACI Type Approval certificates in Libya are issued in the manufacturer’s name. Importers may use the same certificate for importation purposes without requiring a separate approval. Each certificate is valid for 5 years from the date of issuance.


The standard lead time for obtaining GACI Type Approval is typically 3 to 4 weeks, depending on the device category and the authority’s internal schedule.


With strict regulatory oversight and no exemptions for telecommunications and RF equipment, obtaining GACI Type Approval is an essential requirement for market access in Libya. Proper documentation, compliance with technical requirements, and effective coordination throughout the application process can help minimize delays and ensure a smooth approval journey.

Once certified, manufacturers can benefit from a five-year approval validity period, allowing products to be imported, distributed, and marketed in Libya with confidence while maintaining compliance with national regulatory requirements.
