TRCSL Begins Onboarding Vendors to New Equipment Clearance System (ECS)
The Spectrum Management Division of the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has announced the commencement of vendor onboarding for the country’s new Equipment Clearance System (ECS), designed to streamline and centralize device clearance processes.
Scope of Applicability
The new ECS framework applies to:
Vendors submitting Type Approval requests
Vendors involved in Short Range Device (SRD)Â clearances, including low-power Wi-Fi and Bluetooth devices
Vendors handling IMEI-enabled device clearances
During the initial rollout, ECS access is limited to Vendor License holders dealing with IMEI-enabled or Short Range (Wi-Fi/Bluetooth) devices, with type-approval processes handled per Gazette No. 2196/51.Â
Vendors will receive login credentials via email once verified, with onboarding taking place in batches. TRCSL also confirmed that Vendor License applications and renewals will continue under the existing process and are not part of the ECS.
Key Requirements for Vendors
TRCSL has emphasized the following mandatory rules for ECS users:
Each Vendor Licensee must be linked to a unique email address. A single email cannot be used to manage multiple vendor accounts.
If one representative handles multiple vendors, each vendor must maintain its own separate email account.
This requirement is effective immediately for all ECS-related device clearance submissions.
For security reasons, users must change their password upon first login to the ECS portal.
