Burundi Strengthens Telecom Equipment Regulations with New Approval Framework
A new ministerial order issued by Burundi’s Ministry of Communication and ICT is setting stricter rules for how telecom and radio devices are imported, sold, and used in the country. The regulation, titled Ordonnance Ministérielle N°580/01 du 6 mai 2025, introduces a more detailed approval process for devices, toughens enforcement against counterfeits, and strengthens consumer protection.
The national telecom regulator, ARCT, will now play a central role in monitoring and approving all equipment before it connects to public networks. While type approval was already required under older laws, the new order clearly outlines the steps, documents, and conditions needed for legal compliance. It also builds on Burundi’s 2024 Electronic Communications and Postal Code.
Key Updates:
Detailed Approval Process: Clear requirements for device approval, including documents, technical tests, and a mandatory sample submissions.
Import and Sales Control: Importers and vendors must now be registered and certified by ARCT.
Fight Against Fake Devices: Devices of poor quality or counterfeit origin will be blocked from network access. Mobile operators must help identify and report such devices.
IMEI Tracking and Device Blocking: The new ordinance mandates mobile operators to maintain Equipment Identity Registers (EIRs) to track IMEI numbers and block fake, cloned, or stolen devices.
Stolen Phone Tracking: ARCT will work with telecom companies and regulators in other countries to block stolen phones and prevent their use.
Consumer Safety and Awareness: New campaigns will inform users about the risks of counterfeit devices and how to verify authenticity.
Strict Penalties: Heavy fines, up to 5 million BIF, will be imposed for selling, importing, or distributing non-compliant equipment.
The new regulation aims to improve the quality and safety of communications technology in Burundi, reduce fraud, and ensure users are better protected.
