Indonesia–South Korea Mutual Recognition Agreement for Telecom Device Testing Now in Effect
In a major step toward streamlining cross-border certification and enhancing international cooperation, Indonesia and South Korea have officially implemented a Mutual Recognition Arrangement (MRA) for telecommunications device testing laboratories, effective May 27, 2025.
The arrangement allows test reports from recognized laboratories in both countries to be mutually accepted for the purpose of device certification, Telecommunications devices tested in authorized South Korean laboratories can now be certified in Indonesia without requiring additional testing.
One Year of Preparation Culminates in Implementation:
The agreement, originally signed on May 27, 2024, by the Vice Minister of Communication and Informatics of Indonesia and the Vice Minister of Science and ICT of South Korea, was followed by a one-year confidence-building phase. During this period, both nations worked to harmonize their technical regulations and ensure alignment in testing standards.
Recognized Labs and Cross-Border Certification:
Following the agreement, Indonesia’s Director General of Digital Infrastructure officially recognized a number of South Korean testing laboratories, granting them status as Foreign Testing Laboratories (BULN) under Indonesia’s MRA scheme. These labs are now authorized to issue test reports (LHU) that are valid for use in Indonesia’s certification process—and vice versa.
This move enables:
Telecom devices tested in Korea to be certified in Indonesia without retesting, and
Enhanced efficiency and reduced costs for telecom companies operating across both countries.
Boosting Lab Quality and Oversight:
In addition to regulatory alignment, the MRA is expected to improve the quality and capabilities of Indonesian testing laboratories through international benchmarking and collaboration. Recognized labs will be regularly monitored and evaluated by the Designating Authorities in both countries to maintain high standards of accuracy and reliability.
Certification Fees and Legal Basis:
The certification fees for applications using MRA-recognized test reports will be adjusted based on the recognized technical testing scope. This adjustment follows Government Regulation No. 43 of 2023 on Non-Tax State Revenue under the Ministry of Communication and Informatics.
